D'talla was a Romulan term which meant "Great Duty" and referred to the military service obligation that all members of their race were subjected to after their education was complete.
The requirements of the d'talla meant that all Romulans had a mandatory service of 5 years in the military after which they are allowed to become citizens and can marry. (FASA RPG module: The Romulans)
