Dalak was a Cardassian man. He worked for the Cardassian Information Service, where he was Natima Lang's superior.

In 2348, Dalak contacted Lang after her encounter with Aro Seefa, in which Lang's colleague Veja Ketan had been injured. Dalak wanted Lang to report the story, especially when a connection to the raid on Pullock V was discovered. Lang ran the story but did not censor the details of Cardassian losses on Pimlico V, as was the standard. Dalak was furious and acquiesced to Lang's request to be pulled from Bajor. In 2363, Dalak sent Lang back to Terok Nor on assignment. (DS9 novel: Dawn of the Eagles)
