Delta Aquilae was located in the galaxy's Alpha Quadrant and was visible from Earth in the constellation of Aquila. (ST reference: Star Charts)
In 2372, the Federation Science Council dispatched a subspace transmission to all starship commanding officers and xenoarchaeological teams with a list of recently discovered Alpha Quadrant worlds that could serve as example for Hodgkin's Law. This included Delta Aquilae IV, home to a species biologically similar to the Tellarites but culturally reminiscent of Victorian era England on Earth.
