Deru was a Cardassian man, once a member of the military stationed on Terok Nor.
After the Dominion War, Deru began buying land from Cardassian individuals in need of quick funds and relief supplies. Enlisting Quark as a silent partner, Deru purchased land on Cardassia, although the Orion Syndicate found out and Quark was forced to go to Ro Laren for help. Ro mentioned Deru's name to Elim Garak and Garak paid a visit to Deru. (DS9 - Gateways novel: Demons of Air and Darkness)
