Richard Allen "Dick" Kulpa (12 January 1953 - 3 January 2021) was a comic strip illustrator and cartoonist who drew the final three TOS stories in the US Comic Strips series in 1983 for the Los Angeles Times Syndicate.

He and Star Trek author Sharman DiVono worked together on the syndicate's Legend of Bruce Lee comic strip.

Outside of Star Trek, he was known for owning Cracked magazine. He was also publisher of the Weekly World News, a tabloid newspaper which occasionally featured articles by Andy Mangels and where Robert Greenberger has worked as production manager and managing editor.
