Memory Beta, non-canon Star Trek Wiki

A displacer was a weapon invented either by the Romulans or the Ferengi secret police.

History and specifications[]

Banned in the Federation as a torture device by the year 2368, the whiplike instrument carries painful voltage, concussive air displacement, and an AI capable of directing its attacks if the wielder so desires. It is believed to have originated from a design called the viper used by the Romulans until 2320. (TNG novel: War Drums)
