Memory Beta, non-canon Star Trek Wiki

The Djanai were a humanoid species of sentient ungulates native to the planet Djana. They resembled short, barrel-chested bipedal sheep, with a physical build not unlike that of Tellarites. They often became nervous around carnivorous species due to their ancestry.

A number of Djanai colonized the neighboring world of Inar and became known as the Inari, achieving technological superiority over their neighbors on the motherworld. However, when Inar became uninhabitable, the Inari returned to Djana and took over the government, joining the Federation, a move which the Djanai did not support. In light of subsequent Djanai terrorism, the Federation established a controversial peace-keeping force on Djana. (TOS - The Lost Years novel: The Lost Years)
