Draa was a Fazi male who served as a Councilman on the Fazi High Council in the mid-22nd century.
In 2151, Draa represented the Fazi when they made first contact with humans led by Captain Jonathan Archer of the starship Enterprise NX-01. At first they found Archer's slight actions to be offensive to their structured customs, but later contacted Enterprise apologizing to Archer for expecting aliens to emulate the Fazi's controlled lifestyle. However, Draa abruptly cut off the signal when Archer inquired about the Hipon on the southern continent. The third meeting went more smoothly with Archer conforming to their protocols ending the talks by having better relations between the Fazi and Earth. (ENT novel: By the Book)
