Ensign Dramar was a shuttle pilot stationed aboard the USS Gorkon in 2375. In August of that year, he traveled to San Francisco to give Captain Montgomery Scott Fleet Admiral Alynna Nechayev's orders that he accompany him to the Gorkon for a diplomatic mission to Kropasar.
After the conclusion of the mission, Dramar was responsible for bringing Scott back to Earth. (SCE eBook: The Future Begins)
