USS Chimera, first of the class.
The Dynamic Tactical System (DTS) was a weapon system developed by Project Lotus at the Advanced Starship Design Bureau for Starfleet since before the outbreak of the Federation-Klingon War of 2405-2410. It was first deployed aboard the Chimera-class heavy destroyer in 2407. (STO Issue 02: "USS Chimera")

Project Lotus was conceived in part due to rising tensions between the Federation and the Klingon Empire.
The DTS was designed to fit into the guts of a Starfleet heavy destroyer class. It involved transforming the hull of the ship to reveal a phaser lotus weapon emitter. (STO Issue 02: "USS Chimera")
This was called tactical mode. It weakened the ship's deflector shield and structural integrity field. When exiting tactical mode, the heavy destroyer entered regenerative mode, which strengthened those systems by drawing from weapons power. (STO - Klingon War mission: "Welcome to Earth Spacedock")
The Federation-Klingon War broke out in 2405. The intricacies of the DTS delayed the launch of the Chimera-class to 2407. (STO Issue 02: "USS Chimera")
The Klingon Defense Force and the Romulan Republic Navy adapted this technology in 2409 and launched the Peghqu'-class heavy destroyer and Daneios-class destroyer warbird, respectively. (STO - Klingon Sector mission: "The Hunt is On" STO - From the Ashes mission: "Explore the Flotilla")
The ASDB team the Utopia Planitia Fleet Yards kept refining the heavy destroyer post-launch. In 2410, the tier 6-rated Manticore-class heavy destroyer was launched and equipped with the "Enhanced Dynamic Tactical System" (EDTS). By then, the Klingon Defense Force and the Romulan Republic Navy had their own EDTS-equipped counterparts, the Duvqu'- and Dinaes-class heavy destroyers.
