Edward K. Banner was a 23rd century Starfleet officer, a lieutenant commander with a security clearance 6 rating, assigned to Starfleet Intelligence at Starbase 20 as a station head in the Romulan sector intelligence division's deep cover operations section in the 2280s. A Human, he was born in the late 2250s, and had previously served in Klingon sector intelligence, as well as stints in the military operations command, field operations branch and the administration division. He was schooled in the Deltan, Kaferian and Romulan languages.
