El Paso was a city located in Texas on the North American continent on Earth. Starfleet operated the Impulse Engine Testing Grounds facility in the city in the 23rd century. (TOS - Who's Who in Star Trek comic: "Issue 1")
The Leslie family maintained a ranch in the city at around the same time that the testing ground was operational. As he grew up, Ryan Leslie would often take a short hike to the facility on clear Summer evenings and observe the firing of the impulse engines. (TOS - Who's Who in Star Trek comic: "Issue 1")
