Ellen Mangione was a 23rd century Human female. By the early 2250s, Mangione served as a command division commander in Starfleet, assigned to the USS Republic as executive officer. By the late 2250s, Mangione had been promoted to admiral and stationed at Starbase 29. (TOS - My Brother's Keeper novels: Republic, Constitution)

By 2251, Commander Mangione served aboard the USS Republic as executive officer after transferring aboard once Captain Rollin Bannock assumed command. During the time they served together, Mangione and Bannock established a deep respect for each other.

When Cadet-Lieutenant James T. Kirk and a group of cadets were assigned to the Republic for a routine training mission in late 2251, Bannock introduced Mangione and the other senior staff to the cadets at a meeting. During the training mission near the Klingon Neutral Zone, the Republic was directed and Mangione ordered that all of the cadets were to stay in their crew quarters for the duration of the mission. Later career

By 2257, Mangione had risen to the rank of admiral and was stationed at Starbase 29. In this year, she contacted Captain Augenthaler aboard the USS Constitution and informed him that Starfleet Command's previous message dispatching the Constitution to an unnamed star system near the Klingon Neutral Zone was part of a classified mission. Upon the Constitution's arrival in the system ten days later, they discovered a Klingon D7-class battle cruiser in orbit of one of the system's three planets. Preparing to engage the cruiser, the Constitution was once again hailed by Mangione and told to depart immediately, ordering the crew not to divulge any information about this encounter per General Order Nine.
