Elnor was a Romulan man.
He lived on Vashti (planet), where he followed the teachings of the Qowat Milat, although as he was a man he was unable to join the group. Jean-Luc Picard befriended Elnor when Elnor was a boy, reading works like The Three Musketeers and The Little Prince to him. (PIC episode: "Absolute Candor", PIC novel: The Last Best Hope)
