The elogium was a process undergone once in a lifetime by the Ocampa in which they become sexually mature. The elogium occurs between the ages of 4 and 5, at which time they must conceive a child or they won't ever have one. It can cause elevated pulse, hypertension, fever, increased appetite, sweating, and change in eye color. The rolissisin is a ritual that accompanies the elogium in which the one of the girl's parents massages her feet until the tongue swells.
In 2371, Kes experienced the elogium very early in her life after USS Voyager encountered a strange species in space. Kes went through the rolissisin with The Doctor as a surrogate parent, but once Voyager moved past the aliens Kes' elogium stopped. The Doctor believed this elogium was caused by an outside source and that Kes would experience it again at the regular time. (VOY episode: "Elogium")
In 2374 of an alternate timeline, Kes did experience the elogium but was able to control due to the advanced nature of her mental powers. Eventually she would allow the elogium to continue, having three children with Neelix. (VOY - Myriad Universes - Infinity's Prism novella: Places of Exile)
