The Kaplan F17 freighter owned by the trader Verengan included the Emergency Hologram Installation Pack 5.0. By the time of his death, Verengan had not initialized the pack.
The freighter was acquired by Cristóbal Rios, who named it La Sirena in the 2390s decade. He completed the installation of the pack during a drunken spell. The installation based the holograms' appearances and personality on Rios. Initially, Rios only deployed Emil, the Emergency Medical Hologram.
When La Sirena was on the run from the Convincers, a criminal syndicate, in the Pergazia system. Bereft of organic personnel, Rios ordered the ship's computer to activate Emergency Helm Holograms. The computer then displayed the Emergency Tactical Hologram (ETH) and the Emergency Navigational Hologram (ENH). Rios Iotian partner, Ledger named them Emmet and Enoch, respectively. Rios employed no additional organic crew and operated the ship with his emergency holograms instead. Emmet remained as ETH on La Sirena in 2399. (PIC episode: "Absolute Candor")
25th century[]
From the 2400s, the member states of the future Khitomer Alliance deployed emergency holographic programs as duty officers on their starships. These Photonics were treated as any other crewmembers aboard. (STO - Call to Arms mission: "New Duty Officers")
The Ferengi terrorist Bardok created a holodeck program, "Death By Hamlet", to commit crimes. The Ferengi Commerce Authority stopped Bardok and confiscated his belongings, including holonovel code fragments. Ships of the Khitomer Alliance acquired these. Successfully decrypting them allowed Alliance personnel to decode the holomatrix of a character from Bardok's program, who could then join the ship's crew as duty officer. First Player was a Tellarite tactical hologram and was commissioned with the rank of ensign. First Player served the Khitomer Alliance as a projectile weapons specialist. In 2410, the Khitomer Alliance, in a partnership with Quark Enterprises, Inc., offered versions of Holo Leeta to serve as tactical bridge officers aboard its ships. A commanding officer could either recruit a Holo Leeta based on the holographic Dabo girl, or Admiral Leeta of the mirror universe. (ST video game: Star Trek Online)
