The Eminiar Amendment is an amendment to the Articles of the Federation that bans the wholesale destruction of planetary bodies and/or planetary surfaces by the United Federation of Planets, even during times of war. (TNG novel: A Time to Kill)

This amendment was presumably enacted in response to James T. Kirk's threatened destruction of Eminiar VII in 2267, and would have invalidated Starfleet General Order 24. Indeed, Kill makes it clear that Starfleet had, as of 2379, long ago surrendered the authority to order the destruction of a planet, and that General Order 24 was no longer on the books.
