An empire was a form of government which encompassed multiple nation-states and whose head of state was typically an emperor.
History and specifics[]
An empire could not be maintained if it was unable to reach its most distant regions. In 3188, Aditya Sahil gave this advice to Michael Burnham in an effort explain the sudden collapse of the United Federation of Planets after the Burn. Burnahm took exception to Sahil's description of the Federation as an empire. (DSC novel: Wonderlands)
