Emra was a male Tzenkethi and the Tzenkethi Coalition's Ambassador to the Federation for several years in the 24th century.

In 2380, Ambassador Emra arranged the release of Brek chim Glamok. (ST novel: Articles of the Federation)

During the Borg Invasion of 2381, Bacco called a summit of Ambassadors at the Palais de la Concorde on Earth, hoping to rally an allied fleet to fight the invading Borg Collective. Bacco expected Emra to be present, but the Tzenkethi recalled their entire embassy staff four days prior, although they didn't inform the Federation until they asked, approximately fifteen minutes before the summit was to begin.
