Eric Stillwell was a Starfleet captain in the 22nd century. In 2155, he was in charge of Earth's "warp-seven stardrive development program."

When Trip Tucker was posted to Romulus for Section 31, Stillwell was his contact and adviser. For one check-in that was twenty minutes late, Stillwell expressed some worry when he noticed that Tucker had been injured by a knife attack. Despite the worry, Tucker compared him to his previous handler, Harris, and felt that Stillwell made Harris "seem almost cuddly in comparison." (ENT novel: Kobayashi Maru)

During the Earth-Romulan War Stillwell attended a meeting at Prime Minister Nathan Samuels's office. At the meeting, Samuels announced that production of the NX-class would be curtailed in favor of the Daedalus-class. This decision outraged Stillwell because he had been a proponent of the NX-class. In 2157, Stillwell rigged a test of Earth's anti-Romulan hijacking device countermeasures to fail so that Skon wouldn't see a successful test as Stillwell believed Skon to be a security risk. Stillwell later allowed Tobin Dax and Pell Underhill to participate in a successful test. (ENT - The Romulan War novel: To Brave the Storm)

A few years later, in 2161, Captain Stillwell offered then-Ensign Travis Mayweather a posting aboard his vessel following the decommissioning of Mayweather's previous ship, the NX class Enterprise (NX-01). Preferring to continue serving with Captain Jonathan Archer, his commanding officer from Enterprise, Mayweather did not give Stillwell an immediate answer as he first wanted to see what Captain Archer was going to do next.
