Corporal Erich Kilheffer was a soldier in the National People's Army of East Germany.

In the year 1974, he attempted to capture Gary Seven and Roberta Lincoln for espionage when they were in East Berlin. However, Lincoln and Seven escaped so Kilheffer instead took a disoriented man who had been possessed by Redjac into custody. The innocent dupe, freed of Redjac's control, was to be accused of espionage so that Kilheffer's superiors would be satisfied. (TOS - The Eugenics Wars novel: The Rise and Fall of Khan Noonien Singh, Volume 1)

Corporal Kilheffer was identified as being responsible for commanding the group of troops searching for Seven and Lincoln, but one of the men, identified as Sergeant Gempp, would seem to hold a superior grade, as a sergeant would outrank a corporal. It is possible that Gempp's grade was the result of a non-combatant role, placing him under Kilheffer in tactical situations.
