During the 23rd century, the Excalbians completely lacked a moral compass. The 29th century Federation timeship USS Pastak visited Excalbia during that time to track time travelling Na'kuhl extremists, a hostile faction in the Temporal Cold War. (STO - New Dawn short story: "Gentle Repose")
The Excalbian brought the Federation starship USS Enterprise to their world in 2269. A landmass was formed on the otherwise inhospitable molten world. Yarnek brought Captain James T. Kirk and Commander Spock to the surface and fight alongside and against constructs of historical people to teach the Excalbians the concepts of good and evil. (TOS episode: "The Savage Curtain")
Later that year or in 2270, a faction of Excalbians who had found morals through the experience left Excalbia to settle on Zeta Gibraltar and form the New Excalbia Assembly. (TOS novel: Savage Trade)
In 2411, Yarnek brought a Khitomer Alliance vessel to Excalbia to finally settle the argument between good and evil. (STO - Legacy mission: "The Measure of Morality (Part 1)")
Their constructs, however, went rogue, threatening to assimilate the Excalbian post-matter civilization[1] and becoming all-powerful. The rogue constructs were defeated by a fleet of legendary starships. Yarnek announced that the Excalbians decided to follow the tenets of good, and the Alliance ship was returned to the Traelus system whence it had been taken.
