An executive order was an order issued by an authority in an executive branch of government.

In 2156, United Earth Prime Minister Nathan Samuels issued an executive order that called for Starfleet to turn the Sol system into a fortress. This executive order was later given the force of law when the United Earth Parliament passed laws backing it. (ENT novels: Beneath the Raptor's Wing, To Brave the Storm)
