The Federation Intelligence Council was a subcommittee of the Federation Council responsible for matters of intelligence.
In 2270, the Intelligence Council and Federation Science Council had a joint meeting to draft legislation regarding the future of time travel in the Federation. The resulting legislation created the Department of Temporal Investigations. (DTI novel: Forgotten History)
