The Planetary Development Council was an agency of the United Federation of Planets that was responsible for overseeing Federation mining and terraforming projects.

History[]

In the 2260s, the council oversaw a project on Tau Beta IV to install a dilithium mining station and terraform the planet. The council selected a team headed by chief mission geologist Alan Becker and included his wife, noted botanist Leila Kalomi. When terraforming was determined to be overly challenging, the council decided to automate the station. Becker discovered that the planet had been artificially constructed to contain S'uora, an evil non-humanoid cosmozoan. Tau Beta IV was quarantined after the USS Enterprise rescued Becker and Kalomi.
