Spoiler warning: Plot and/or ending details follow.
The Federation Security Advisor is the individual in the Federation government who serves as chief advisor to the President of the United Federation of Planets on Federation security issues. The Federation Security Advisor is appointed by the President without confirmation by the Federation Council, and is not connected with the Department of the Exterior or the Department of Defense. A cabinet-level post, the Federation Security Advisor works in conjunction with the Federation Starfleet and gives a briefing to the President on security issues every morning, and will advise the President during crises. The Federation Security Advisor often mans the Palais de la Concorde Monet Room. (ST novel: Articles of the Federation, TNG novel: A Time for War, A Time for Peace)
The Federation Security Advisor seems to be the fictitious counterpart of the United States National Security Advisor.
