Summary[]

Commissioner Perry Toledano is dispatched to the Starfleet starship USS Enterprise-D in the year 2371 to oversee a criminal justice matter involving the colony planet Sindikash. Toledano's task was to retrieve two anonymous witnesses to crimes on Sindikash. Unknown at the time, mercenaries had boarded the transport to find the two witnesses in order to silence them. The ship was left in flight with all aboard dead until its rendezvous with Enterprise, which had to tractor beam the ship and shut down its engines. An Enterprise away team finds the boarders had tortured and killed the passengers, starting in the front row, ripping off the arms of their victims, trying to find the identities of the witnesses. After several rows of passengers were killed in the way, the witnesses could not take anymore and came forward. The remainder of the passengers were killed without the additional dismemberment. The witnesses had their eyes gouged out as a message to any other potential accusers.Toledano reveals the witness had been traveling to speak out against Odette Khanty, a politically-placed crime boss of Sindikash. Toledano's secondary objective had been to enlist the help of Worf to infiltrate the Rogues, a group of honorless Klingon mercenaries in Odette Khanty's employ. Overall, besides the successful arrest and prosecution of Khanty, Toledano also represented Federation concerns about the colony's possible secession from the Federation. Jean-Luc Picard felt the mission was a success, as Worf was able to pass incriminating evidence about Khanty to the planet's authorities, resulting in her arrest and removal from the governorship. However, Toledano was furious that Picard made no attempt to intervene in replacing Khanty's government and challenge the referendum on secession. The lieutenant governor took charge of the planet, was confirmed by an election and the majority of residents voted to secede from the Federation.
