A filibuster is an effort to extend debate or delay voting on a piece of legislation through continuous speech-making. The filibuster was an oft-used tactic by Senators from the Southern states in the United States Senate in the 1960s.

In 2296, while held captive by Romulans on planet Obsidian, Leonard McCoy attempted to emulate a 20th century filibuster, speaking at length about racing horses to forstall his execution. His Romulan guards, taking this as his Right of Statement on the topic of war beasts, allowed him to continue without interrupting. (TOS novel: Vulcan's Forge)
