First Citizen was a formal title for the head of state or leader of a nation.

History and specifics[]

On the planet 892-IV, or Magna Roma, the title existed there in a culture that developed a parallel Roman Empire. The holder of this title was Captain R.M. Merik after he arrived with his ship, the SS Beagle on this planet in 2262. (TOS episode: "Bread and Circuses")

In 2375, the Qavoks lured the Lekks’ First Citizen to the Congress Hall under the pretense of peace, then abducted him along with his cabinet. (VOY novel: Death of a Neutron Star)
