First High Councilor was a high-ranking 23rd century Bebebebeque individual.

Biography[]

First High Councilor wore a unique shell mark insignia and also had large black marks atop the thorax.

In the year 2274, Councilor led a large delegation of Beeks aboard the Federation starship USS Enterprise. Tasked with investigating what happened to the Beek outpost on Mimit, Councilor coordinated efforts with Captain James T. Kirk. Ranking delegates included Chief Engineer of the Seventh Nest and Senior Technician of the Seventh Nest.

Councilor expressed concern after Beeks and some of the ship's crew brawled in the recreation room. On the bridge when the Kzinti warship Giant Killer approached, Councilor knew the expression "curiosity killed the cat," though wasn't sure how it applied to the Kzinti.

Later, Councilor and three nest brothers traveled to Mimit aboard a shuttle with Kirk. When it crashed, they worked together to lift and fire a phaser rifle at an intruding Ravager, then made contact with Beek rebels hidden underneath the Kzinti ground base.
