Fitzpatrick was a male Human and an Admiral in Starfleet in the 2260s and 2270s.

Fitzpatrick was regarded as being a "desk admiral" and rarely travelled far from Starfleet Academy. James T. Kirk had little respect for Fitzpatrick, who he thought had not commanded "anything bigger than a bathtub". (DS9 novelization: Trials and Tribble-ations)

In 2267, Admiral Fitzpatrick contacted the USS Enterprise to remind Kirk of the importance of the quadrotriticale to the successful colonization of Sherman's Planet. (TOS episode: "The Trouble with Tribbles"; DS9 novelization: Trials and Tribble-ations)

Fitzpatrick contacted the Enterprise again in 2269, to order it to Pollux II to help Armand St. John. (TOS comic: "All of Me")

Following the completion of the refitted Enterprise's shakedown cruise in 2273, Admiral Kirk and Commander Spock reported to Fitzpatrick at Starfleet Headquarters on Earth to receive their next assignment. Fitzpatrick then informed them that they would be charged with transporting a prisoner to the planet Thallus. (TOS comic: "The Haunting of Thallus!")
