Fleet commander was a title and position held by the commanding officer of a fleet. It could be used when that person did not hold the rank of admiral. (VOY novel: Unworthy)

History[]

The Klingon Defense Force included fleet commanders in the 2360s decade. According to Chancellor Gowron, son of M'Rel, Lursa and B'Etor of the House of Duras had the loyalty of at least three Klingon fleet commanders during the Klingon Civil War of 2367. Gowron attributed that to fear. (TNG episode: "Redemption")
