Fortnoy was a 24th century Human woman.

Biography[]

In the early 2370s decade, Fortnoy served as a Federation High Commissioner responsible for refugees. In late 2370, Fortnoy took on the responsibility of the disposition of a group of Federation colonists from the colony on Aratril that were being forced to leave their home due to an impending asteroid strike. While arrangements were made for dozens of ships to evacuate the inhabitants in time, Fortnoy and her department arranged for a survey team to investigate the planet Kota as a potential new colony site for the Aratril refugees.

Shortly after, Fortnoy learned that the survey site had been hit by a thunderstorm which had caused tremendous flooding in the area, leading to the death of the expeditions commander. Fortnoy immediately contacted Captain Jean-Luc Picard aboard the USS Enterprise-D and requested that he send an away team to provide additional personnel for the expedition, which Picard readily accepted.
