Captain Francis Damion was a Human Starfleet officer who served in the 23rd century. In the mid-2260s he was working directly for Starfleet Command.
Damion traveled to Starbase 33 in late 2265 in order to lead the debriefing, alongside Admiral Saylor, of Captain James T. Kirk following the USS Enterprise's mission to the edge of the galaxy. As Kirk informed them of the Enterprise's encounter with the galactic barrier and the discovery of the SS Valiant and the fates of Lieutenant Commander Gary Mitchell and Lieutenant Elizabeth Dehner, Damion seemed unphased, but interested in Kirk's report. Kirk later challenged Damion, and he revealed that Starfleet Command was aware of the Valiant and the barrier, but was unaware of the affects it could have.
