Franklin Delano Roosevelt (30 January 1882 - 12 April 1945) was a human who lived during the 19th and 20th centuries on Earth. Popularly known by his initals FDR, he was President of the United States from 1933 until his death in 1945, the longest-serving US President in history. Roosevelt came into the office while America was in the throes of the Great Depression, and would later lead the United States during the Second World War.
Roosevelt is well known for the saying "the only thing we have to fear is fear itself," spoken during his First Inaugural Address. (DS9 novelization: Far Beyond the Stars, VOY episode: "The Thaw")
In 2154, Captain Jonathan Archer and Daniels saw an image of Roosevelt in the time stream as the timeline reset itself. (ENT episode: "Storm Front")
In 2267, Captain James T. Kirk and Spock saw an image of Roosevelt as the Guardian of Forever displayed Earth's history. (TOS episode: "The City on the Edge of Forever")

Alternate Timelines[]
In an alternate timeline in which McCoy prevented Edith Keeler's death, she founded the American Pacifist Movement, a large and influential peace organization. On February 23, 1936, Roosevelt met with Keeler during a visit to New York City, where they discussed both the social issues of the day, as well as importance of maintaining America's neutrality toward the military conflicts then spreading through Europe.
The growth of Keeler's organization in the following years managed to influence Roosevelt's foreign and military policies, forcing him to assume a less aggressive stance against the Axis Powers in the early years of World War II. Because of these changes, Japan did not attack Pearl Harbor in 1941, and the United States' entry into the war was delayed by several years.
On December 29, 1941, Roosevelt paid an official visit to Atlanta, Georgia. In response, the Governor of Georgia, a political opponent, invited the American Pacifist Movement to hold a rally at the state capitol on the same day.
Japan did attack Hawaii and other American territories in the Pacific in 1944. Immediately afterwards, Roosevelt asked for and received a declaration of war from Congress. He was eventually succeeded as President by Harry S. Truman. (TOS - Crucible novel: Provenance of Shadows)
