Frederick La Rouque was a human who lived on Earth during the late 19th century. He was a professional gambler originally from New Orleans. La Rouque spoke French fluently.

In 1893, La Rouque was living in San Francisco. He was one of the men playing cards at a local hotel. When Data, who had traveled several hundred years back in time, found out about the game, he went and asked to join the men in their game. Data claimed to be from France, La Rouque then asked him a question in French, and Data easily replied to La Rouque's queries in French as well. La Rouque, thinking Data an easy mark, allowed him to join the game, but it was La Rouque who was cleaned out by Data in the game. (TNG episode: "Time's Arrow")
