Galif jav Velk was a Tellarite male who served as Presidential Chief of Staff under Federation President Pro Tempore Ishan Anjar in 2385.

He lost his family during the Borg Invasion of 2381 and as a result became more hawkish in his politics towards foreign powers. He was one of the parties responsible for enabling the assassination of Nanietta Bacco with the support of Ishan Anjar. (ST - The Fall novel: Revelation and Dust)

Velk was the first member of the Federation government to discover that the real Ishan had been dead since 2369, and that a former collaborator named Baras Rodirya had taken Ishan's identity. When Baras realized Velk knew his secret, he had Velk imprisoned. Baras explained to the population that Velk had confessed committing a number of illegal acts.

After having Velk taken into custody, Baras decided that he could not risk leaving Velk alive. Baras ordered Admiral Declan Schlosser to arrange to have Velk removed from the secure holding facility when Velk was being held and to have him killed. Schlosser had a young Commander named Joshua Hayden go to the facility where Velk was being held with orders to move the prisoner to Paris. When Hayden and Velk were alone in a turbolift Hayden pulled a phaser on the former chief of staff.

A short while later Hayden reported to Baras that Velk was dead. What Baras did not know was that Velk had not been killed. Admirals Akaar and Riker had been able to prevent Velk from being killed. They informed Velk that he would be sentenced to life imprisonment, but that if he cooperated he would be allowed to serve his sentence at the New Zealand Penal Settlement. Agreeing that the New Zealand facility was much better than being sent to an isolated penal settlement or being dead, Velk fully cooperated with Akaar and Riker.

When Beverly Crusher and Ilona Daret were able to retrieve proof that Baras was impersonating Ishan along with his role in the massacre of Bajorans working in the forced labor came on Jevalan, Federation Attorney General Phillipa Louvois asked to meet with the Federation Council and the President. At the meeting she brought charges against Baras, and revealed to his shock that Velk was still alive. (ST - The Fall novel: Peaceable Kingdoms)
