Gan Laikan was a male Centauran from Alpha Centauri who lived in the late 23rd and early 24th centuries.
He was a member of Starfleet in the early part of his life, eventually rising to the rank of captain. He took command of the USS Asimov in 2255 for its first voyage with him as captain. He is remembered for discovering more class M planets than any other starship captain in the 23rd century. (Last Unicorn RPG module: All Our Yesterdays: The Time Travel Sourcebook)
Following the end of his Starfleet career, he was appointed to the Federation Supreme Court. After several years on the court, he ran for President of the United Federation of Planets, and was successfully elected.
Laikan, along with the Praetor of the Romulan Star Empire, signed the Treaty of Algeron electronically using a subspace link on 23 April 2311. (Star Trek Adventures module: Core Rulebook)
At age eight, Jean-Luc Picard took a school trip to the Palais de la Concorde, and had looked forward to meeting President Laikan. Unfortunately, Laikan was vacationing on Alpha Centauri at the time, and the class was instead received by Laikan's Denobulan chief of staff.
