Garu Jord was a 24th century Tarn individual, an officer in the Tarn Imperial Fleet. He was the Admiral of the Tarn Royal Circle in 2367. He is a member of the Karuuki Circle.

Jord had ordered Harna Karish to accompany the USS Enterprise (NCC-1701-D) before it entered the Tarn Neutral Zone. Jord commanded the Tarn flagship and its accompanying flotilla and was ordered to travel to Torgu-Va at high warp by the First Circle. There Jord was to evaluate the situation with the Tarn and Human forces still fighting on the planet some 200 years after the cease-fire had been set. Jord was worried that improper handling of the Torgu-Va incident might trigger a civil war in the Tarn Empire.

Jord had spent a good deal of time studying Jean-Luc Picard and happy to meet him in person. He was also very observant to a person’s blood flow and used it to judge on how a person was reacting to a situation. Jord also displayed his familiarity with the Human Bible by paraphrasing a quote from Matthew 22:21 "Render unto Caesar the things which are Caesar's, and unto God the things that are God's." He became good friends with Captain Picard after Picard's unusual suggestion to end the Tarn/Human conflict on Torgu-Va. Jord was a heavy drinker of Hammasi and liked to drink enough not to remember.
