Gav was a male Tellarite who served as a Federation ambassador in the mid 23rd century. He was a contemporary of Ambassador Sarek of planet Vulcan against whom he had lost many arguments.
History
In 2268, he was to attend the Babel Conference to decide the question of Coridan III's membership into the Federation. However, he was murdered en route, using the tal-shaya technique, by an Orion agent posing as an Andorian named Thelev. (TOS episode: "Journey to Babel")
Alternate timelines
In an alternate timeline in which John Frederick Paxton destroyed Starfleet Command and ended the talks for the Coalition of Planets in 2155, Gav was the Tellarite representative to the Grand Council of the Interstellar Coalition. In 2264, he represented Tellar when United Earth petitioned for membership into that body. (TOS - Myriad Universes novel: A Less Perfect Union)
