Gell Kamemor was a Romulan Ambassador serving the Empire in the early 24th century. She was from the world of Glintara.

In 2311, Kamemor favored a lasting peace with the Klingon Empire and the Federation, and she worked closely with Klingon Ambassador Kage and Federation Ambassador Paulo Endara to draft a peace treaty among the three nations. After the Tomed incident, she presented a nonnegotiable agreement to the Klingons and the Federation, which both accepted and signed, and which came to be called the Treaty of Algeron.

Kamemor was a friend of Captain John Harriman, and by 2311, she had known him for 15 years. Prior to 2311, she had last seen him five years earlier, at the signing of a trade accord on a moon in Tholian space. Kamemor eventually agreed to transport Harriman aboard the Romulan flagship Tomed after he convinced her that Admiral Aventeer Vokar would attack the Federation regardless of whether or not he had been authorized to do so.

Kamemor had one son, Sorilk, and described a woman named Ravent as her mate. Kamemor felt inspired to negotiate peace mostly because of the presence of Sorilk and Ravent in her life. (TLE novel: Serpents Among the Ruins)
