Geneva is a city on Earth, located in Switzerland. Part of Europe, the city had been the site of a great deal of diplomatic activity over the centuries.

Beginning in the 19th century, the city was the site of talks which led to the the creation of the Geneva Conventions, which helped define international law standards for humanitarian issues. These conventions especially dealt with the conduct of a nation's forces during armed conflict, and helped to define certain acts as war crimes.

The United Nations maintained its European headquarters in Geneva. Claire Raymond was visiting the area in 1994 when a group of Augements launched a poison gas attack on the headquarters, which resulted in the deaths of Raymond and a number of other people.
