Georges E. Picard was a human male who lived during the mid 22nd century, and was an ancestor of Starfleet Captain Jean-Luc Picard.
A member of the United Earth Space Probe Agency, Picard had reached the rank of Major General by 2161, and was present at the signing of the Federation Charter following the Earth-Romulan War of 2156-2160. During the signing ceremonies, Picard served as an aide to Ambassador Thomas Vanderbilt of Earth, and noted the similarities between this gathering and the founding of the United Nations after World War II. Picard's remarks later appeared in an article titled "It's Federation Day!" (TNG movie: Generations)
- The information on Georges Picard comes from the Picard Family Album in Star Trek Generations; the contents of the book itself were not visible, however, and no other canonical or non-canonical source has ever verified this Picard's existence. Federation: The First 150 Years states that a Georges Picard was the helmsman of the USS Daedalus. It is unclear if these are two different people with the same name.
