Memory Beta, non-canon Star Trek Wiki

The Global League was an alliance of major powers based on Sauria in the 22nd century.

By 2162, an alliance of major powers was united in an attempt to copy the ways of United Earth after an Earth Cargo Service freighter stopped in for supplies. The ECS Silk Road stopped in five years prior, making unofficial first contact with the Saurians in order to receive supplies. This lead to the formation of the Global League and the beginning of construction for an orbital space station, one which was being built in anticipation for the return of more Humans.

It was later learned that the Global League wasn't as global as advertised, having a rival alliance made of minor powers. This rival alliance called themselves the M'Tezir, whose government was based around a monarchy. (ENT - Rise of the Federation novel: A Choice of Futures)
