Goem was a male Ferengi, and a one-time childhood friend of Quark's.
Young Quark taught Goem how to perform oo-mox on himself, and Goem told on Quark to his moogie. Ishka used a numbing agent on Quark's lobes for a month as punishment. This incident served as a lesson for Quark not to trust others. (DS9 reference: Legends of the Ferengi)
