A golem was an artificial being in the legends of Earth and other worlds.

Prior to the Reformation, Vulcans believed in golems, among other supernatural beings. (TOS novels: The Romulan Way, Spock's World)

In 2361, Ensign Zak Kebron stood in front of Captain Yuri Danilov's desk "...silent and grim as a golem." (NF - No Limits short story: "Waiting for G'Doh, or, How I Learned to Stop Moving and Hate People")

In 2365, Thelia initially thought that Data was either a golem or a homunculus. (TNG novel: Metamorphosis)

In 2366, Deanna Troi had a waking dream in which she saw golems among a band of Other-worlders assaulting CephCom in the city of Verity on the planet Rampart. (TNG novel: Gulliver's Fugitives}

In 2376, the prototype radiation suit developed by Leah Brahms looked like a giant white golem. (TNG novels: The Genesis Wave, Book 1, The Genesis Wave, Book 3, Genesis Force)

In 2399, Altan Inigo Soong created an android which he called a golem. Using what would come to be called the "Soong" method, Dr. Soong was able to transfer Picard's consciousness into the golem. (PIC episode: "Et in Arcadia Ego")

Despite the success with Picard, the method had a low success rate and was abandoned. However, in 3190, the USS Discovery's medical officer, Dr. Hugh Culber was able to create a golem for Gray Tal. At first, Gray was unresponsive and was feared to have been lost. However, Gray was able to regain consciousness and reunited with Adira and Culber. (DSC episodes: "Anomaly", "Choose to Live")

In 2411, the Khitomer Alliance re-investigated cold cases of the Zhat Vash, to find out if fugitives had transferred their consciousness to a golem before faking their deaths to escape justice. After cross-referencing information from several sectors. investigations into people declared dead were reopened. The Alliance discovered that a prominent figure within Federation leadership had undergone the procedure. That information was passed on to Alliance Command to deal with the diplomatic repercussions. (STO - House Reborn mission: "Reborn Not Reformed", duty officer assignment)

The implication is that the prominent figure was Jean-Luc Picard.
