The Governing Board was the government of the Rigelian Trade Commission. In the mid-22nd century, it consisted of four directors representing their respective planetary governments. Its headquarters were situated in Tregon on Rigel V. (ENT - Rise of the Federation novel: Tower of Babel)

On 26 March 2164, the Governing Board met with two representatives of the United Federation of Planets to discuss the perks of membership in the Federation. The meeting was moderated by the Trade Commission ambassador, Boda Jahlet.
