A government-in-exile is a political group that claims to be the legitimate government of a nation or state. Such governments often formed during times of war or when one nation was being occupied by another, or in resistance to a legitimate government.

Andorians living on the colony world of Alrond opposed to the United Federation of Planets declared their government to be the Andorian Empire-in-Exile. (ENT - Rise of the Federation novel: A Choice of Futures).

After Cardassia joined the Dominion, Kira Nerys tried to encourage Tekeny Ghemor to form a government-in-exile on Deep Space 9. (DS9 episode: "Ties of Blood and Water")

A Cardassia government-in-exile was later formed and several members attended a Dominion War conference in 2374. (DS9 novel: Hollow Men)

When Grand Nagus Zek was briefly deposed by Brunt, Zek declared his quarters on Deep Space 9 to be the headquarters of the Ferengi government in exile. (DS9 episode: "Profit and Lace")
