Governor was a title usually granted to a political leader of a sub-national level of government - such as a state or a colony world. Many colony worlds were run by governors.
History and specifics
In the mid-2240s Kodos took over as governor of the Federation colony on Tarsus IV after engineering a vote of no confidence in Governor Gisela Ribeiro. When a fungal plague threatened the colony's food supply in October 2246, Kodos ordered the execution of half of the colony's population (4,000 people). Shortly after, aid started to reach the planet and Kodos' charred corpse was discovered, although it was later revealed that Kodos escaped and assumed the identity of Anton Karidian. In 2266, Captain James T. Kirk attempted to governor of the Alpha V colony to arrange to drop off Charles Evans at the colony. However, during the attempt, Charlie shorted out the communications station which prevented Lieutenant Nyota Uhura from raising the governor. (TOS episode & novelization: Charlie X)
Shiana served as governor of the Romulan Star Empire's Yuyat Beta colony, although she was not as strict with traditional Romulan traditions and procedures. She held this position during the evacuation of 2385. (PIC comic: "Picard: Countdown, Number One")
