The Grand Moot was the legislative body of Vissia Prime. The Grand Moot was led by a moderator.

In 2156, Jonathan Archer and T'Pol appeared before the Grand Moot to request that Vissia enter the Earth-Romulan War. The body denied Archer's request and then passed the Permanent Embargo on Technology Transfers to Immature Civilizations Act to ensure that no technology was given to Earth.
